Job Summary/Basic Functions

We have an exciting opportunity to join our team as the Assistant Director of Capital Outlay. The Assistant Director is responsible for coordination of planning, design, and construction of agency capital outlay program of multiple projects including Architect/Engineer selection process, plan and specification review, construction inspection, and acceptance. Assists in developing six-year capital outlay plan projects. Also responsible for similar non-capital projects. Responsible for the administration of open-end service contracts. Responsible for managing financial and property records including building and occupancy permits. This position is designated essential in accordance with DHRM Policy 1.35.

Required KSAs/Competencies/Qualifications

  • Broad knowledge and experience in institutional building design and construction practices and procedures.
  • Must understand design process including program development, and preparation of plans and specifications.
  • Knowledge of project management processes.
  • Ability to communicate effectively orally and in writing.
  • Must demonstrate ability to plan and direct major construction and renovation projects, and capable of solving complex problems.

 

Required Experience:

  • Considerable construction project management experience.
  • Understanding of building code requirements and experience in the application thereof.
  • Experience with application of regulatory compliance across multiple disciplines.

 

Additional Considerations:


Experience

  • Experience and familiarity with the Virginia Uniform State Building Code (VUSBC); Commonwealth's Construction and Professional Services Manual (CPSM); Stormwater Management (SWM) and Erosion & Sediment (E&S) Control regulations.
  • Experience with project management software.
  • Experience with computer-aided design (AutoCAD) and building information modeling (Revit) software.
  • Virginia Capital Outlay project management experience.


LICENSURE/CERTIFICATION

  • Certification as a Virginia Construction Contracting Officer or ability to become certified within one year of hire.
  • Certification by the Department of Environmental Quality in Stormwater Management and Erosion & Sediment Control or ability to become certified within one year of hire.
  • Registration as professional engineer or architect.
